    Best practice framework for information technology security governance in Indonesian government

    Information technology security is crucial for a digital government system to have so that the continuity of business processes can run smoothly. However, the current best practice of information security governance in the Indonesian national government is still inadequate according to various related studies still siloed and scattered and leading to vulnerabilities in the various digital services provided. Therefore, this study aims to develop a best practice framework for managing information security that is aligned with the needs of Indonesia's digital government. This research started by looking for the main framework of information security governance. Then the main components that resulted from that were benchmarked with other Information Security Governance (ISG) best practices from different countries. Finally, it ended up complementing them with information security parameters, other related components, and recommendations, particularly in the Indonesian context, so that the main components and their respective constituent sub-components can be obtained according to the needs of the Indonesian e-government. The cause-and-effect analysis concept analyses the data linkages between the six central components and their respective sub-components. This study concludes that each of main components and sub-components supports each other so that all these things must be carried out in a balanced and continuous manner

    Unified Concept-based Multimedia Information Retrieval Technique

    The explosion of digital data in the last two decades followed by the development of various types of data, including text, images, audio and video known as multimedia data. Multimedia Information Retrieval is required to search various type of media. There is comprehensive information need that can not be handled by the monolithic search engine like Google, Google Image, Youtube, or FindSounds. The shortcoming of search engine today related to their format or media is the dominance of text format, while the expected information could be an image, audio or video. Hence it is necessary to present multimedia format at the same time. This paper tries to design Unified Concept-based Multimedia Information Retrieval (UCpBMIR) technique to tackle those difficulties by using unified multimedia indexing. The indexing technique transforms the various of media with their features into text representation with the concept-based algorithm and put it into the concept detector. Learning model configures the concept detector to classify the multimedia object. The result of the concept detector process is placed in unified multimedia index database and waiting for the concept-based query to be matched into the Semantic Similarities with ontology. The ontology will provide the relationship between object representation of multimedia data. Due to indexing text, image, audio, and video respectively that naturally, they are heterogeneous, but conceptually they may have the relationship among them.     The aim of this paper is to propose an ERP implementation framework based on key success factors (KSFs). It will contain stages of ERP implementation which includes some factors as activities that influenced ERP implementation success. The framework that has been produced is a conceptual framework based on literature review and case study of previous research. The framework divides into two dimensions, namely: ERP implementation process and components involved in these processes. ERP implementation process contains of project preparation, technology selection, project formulation, implementation/development, and post-implementation. Whereas the components involved contain of organization/people, process, application, data and infrastructure. Every component will do activities that have been prepared based on the key success factors at each stage of implementation process.     Development of an Evidence-Based Tool to Assess the Relative Vulnerability of Different Communities to Tuberculosis

    Identifying specific tuberculosis (TB) vulnerabilities in populations based on their geographical, demographic, and epidemiological characteristics is an essential yet challenging requirement to help reduce and eliminate TB. Assessment tools that can accurately quantify the risks associated with key factors could be used to measure TB vulnerability efficiently and indicate the most appropriate range of interventions. This study aimed to develop TB vulnerability assessment tools based on a TB vulnerability assessment conceptual framework developed with Leximancer. Three steps to produce the tools were facet analysis, interpreting the facet to create a list of questions, and expert judgment to confirm the suitability of the questionnaire. The “everything is data” principle was used to identify the data sources and build the tools. The data came from multiple primary data sources, with a questionnaire survey and observational form, and secondary data from various governmental statistical departments in Indonesia to collect data related to demography, health indicators, climate, temperature, and air quality. These tools will be optimized at scale next year to evaluate their utility for prioritizing and prescribing health system responses to TB in different communities in Central Java Province

    Correlation of streamflow and sediment concentration at upstream and downstream Padang Watershed

    Sediment concentration affected b streamflow at river body. This research was conducted to study correlation between streamflow and sediment concentration at upstream and downstream Padang watershed on July until December 2013. The research was conducted by using survey method at two outlet of Padang watershed were Padang sub watershed and Padang Hilir sub watershed. Sampling of water at two (2) outlets were conducted at stream surface by using depth intergrating suspended sediment sampler technique at three (3) points of river body. Sampling waters conducted at two times that were after rainand no rain. Sediment concentration (Cs) calculated by Cs = (G2 – G1) / V equation. Streamflow (Q) calculated by multiplying velocity and wide of river by Q = A x V equation. The results showed that no correlation between streamflow and sediment concentration at upstream when no rain (Cs = 0,0007 +0,0412 Q; R2 = 0,43) and at downstream when no rain (Cs = 0,0002 Q + 0,07157; R2 = 0,057). There were correlation between streamflow and sediment concentration at upstream after rain (Cs = 0,00041 Q +0,0611; R2 = 0,88) and at downstream after rain (Cs = 0,00015 Q + 0,03293; R2 = 0,9)

    Application Of Trial Finalization System As Determinants Of Final Thesis Session Results

    The objective assessment system and guiding assessment can be accessed online, but the examiner's assessment system in which there is a system of finalizing the trial still using the local network and not connected with the others. The trial appraisal system that was not mutually integrated made the examiner a little difficult. This is because as technology advances are utilized as well as possible by educational institutions in this case namely universities to be used in a comprehensive session of thesis students or final assignments. Then it is necessary to develop the examiner's assessment system in which there is a system of finalizing the trial. The research was conducted using the method of observation, interviews and literature studies to maximize this research. The researcher directly examines the congregation assessment system which still uses the local network to analyze how the system works so that when carried out development does not change the existing system flow. Interviews were also conducted by researchers to collect data from existing speakers, namely the board of examiners. Then the author searched the list of previous studies that are appropriate so that repetition does not occur. After the development of the examiner's assessment system along with the finalization of the session and making the system integrated with each other so as to facilitate the examiner chairman to use it in determining whether or not students are declared eligible to pass a comprehensive trial or not. Sehingga dapat terjadi kesimbangan antara fungsi pejabat tata usaha negara, kewajiban pelaku usaha dan hak warga negara. Dengan menggunakan metode penelitian hukum normatif disimpulkan bahwa ; 1. Peran serta masyarakat untuk melakukan kontrol terhadap izin lingkungan/persetujuan lingkungan yang dianggap merugikan masyarakat karena adanya kelalaian maupun yang disebabkan karena terjadinya tindak pidana korupsi sangat diperlukan. 2. Hak atas lingkungan hidup yang baik dan sehat adalah sebagai bagian dari hak asasi manusia, oleh karena itu gugatan dari masyarakat ke Pengadilan Tata Usaha Negara (PTUN) untuk membatalkan izin lingkungan maupun persetujuan lingkungan yang merupakan keputusan administrasi negara tidak boleh dihilangkan, karena hal tersebut sama saja dengan melanggar hak asasi manusia dan melanggar konsitusi negara yaitu UUD Negara republik Indonesia Tahun 1945

    The role of Small and Medium Enterprises (SMEs) is very significant in determining a country's economic growth. SMEs contribution to GDP is very strong. Besides, SMEs also contribute to the employment growth in many countries. With the growing SMEs in a country, it will certainly give a positive influence on the economic development of the country. However, unfortunately many SMEs are struggling to survive and thrive with limited productivity. There are some factors that make SMEs difficult to survive, including problems of social, economic, geographic or culture, or other problems. However, the lack of successful adoption of Information Technologies is one of the factors that need to be considered. SMEs are organizations with lack of expertise, data sources, and managerial maturity. One solution that is seen in accordance with the limitations of SMEs is to use cloud-based e-Business to improve IT adoption. With cloud computing based, the proposed solution is expected not to burden SME, especially in terms of procurement infrastructure and services.     The adoption of e-business for Small and Medium Enterprises (SMEs) shou-ld be easy to use, minimum customization, and not subject to infrastructure procurement. However, each SME has very diverse characteristics, so that one-size-fits-all system is not the right solution. In this study, a recommendation system for e-business applica-tions is proposed for SMEs based on their characteristics. Recommendations are made using advanced user-based collaborative filtering, which is the improvement of the User-based Collaborative Filtering (UCF) algorithm. At UCF, SMEs give the same or similar preferences to an e-business application, and it can be said that SMEs have similar re-quirements. Thus, those SMEs will likely give the same preference to other e-business applications. In the proposed advanced UCF, besides using SMEs preference data it also uses SME characteristic data to produce recommendations. This approach is used by considering that SMEs that have just used the recommendation system do not yet have a historical preference for e-business applications. For this reason, recommendations can be made by considering the characteristics of the organization. Thus, it is expected that SMEs can use e-business applications that are appropriate to the characteristics of the organization. This approach is expected to increase the adoption of e-business in SMEs

    Aspect Oriented Programming Approach for Variability Feature Implementation in Software Product Line Engineering

    Software Product Line Engineering (SPLE) allows developers to build product family software that comes from the same platform. The advantage of this technique is to reduce construction time, effort, costs, and difficulties. So, to build variations of software products, developers do not need to build entirely from scratch and can take advantage of general models that have been prepared previously. The software product line consists of common features and variability features. Common features are found on all product lines produced. While the variability features are determined by the requirements of each user. There are several approaches to implement these variability features, including using patterns, framework, polymorphism or configuration and build tools with compile-time variables. In this study, variability features implementation is carried out using the Aspect-Oriented Programming approach that allows explicit expression and modularization of the variability on a model, code, and generator levels. The proposed approach was implemented in an online store website. Based on the implementation that has been done, an online store website can be built with different features according to user requirements
